Mostly they are just used to being drunk. But the body does change to process alcohol more efficiently so a seasoned drinker might sober up a bit faster. Genetics can also be a factor. Some Russians are actually built to drink.

The way alcohol is absorbed and metabolized in the body differs from one person to the next. Usually those more tolerant have the genetics to metabolize alcohol faster than others. Also, larger people absorb the alcohol in fat cells (taking it out of the blood stream) allowing them to drink more. Eating before and while you drink can slow the process of alcohol being absorbed into the blood stream.
To answer your question more directly, they would have a lower blood alcohol content than those less tolerant.

In the Body when it's exposed to things more frequently it actually becomes less sensitive over time. in the case of Alcohol ingestion the tolerance can increase with regular drinking that will cause the drinker to feel less effect of the alcohol even at a much higher blood alcohol level. This has been seen in alcoholics and long time drinkers who's measured impairment was not seen in 76% of subjects who were well over the legal limit
