Alcohol causes the blood vessels supplying the brain ti dilate or open up wider which causes a decrease in pressure and results in the light headed feel. Then the ever apparent hangover starts in because vessels constrict to equalize pressure again. Because of the changes in circulation the brain swells to retain fluid during dilation causing abnormal pressure in the brain.

it depends on how often you drink, and how much you drink at one time, if you have alcoholism in your family, and several other factors. but in severe cases alcohol can cause memory loss and blackouts, and some people may even develop Wernicke–Korsakoff syndrome which can cause paralysis of the nerves, loss of muscle coordination, and confusion.
