a "private setting" means within a home or on private property, basically, if your parent say its ok to have a glass of wine or a beer with dinner (in the home) then its okay; but you still cant be served alcohol in a restaurant or bar. .02%. means its the "legal limit", it is usually is in Reference to driving, but could mean the legal limit in public, so if you you get caught by the police with a BAC over .02, you can be charged with underage consumption

It seems this is not accurate. The law, as you find it reported on the website I've listed, Minors who are found drinking, not just in possession of alcohol or buying it, can still be fined and have their license revoked. Unlike adults, underaged drivers cannot have any blood alcohol level at all.

Federally, I don't think it's illegal to be drunk if your underage, just to posses alcohol, but the cops might say different, and you can't really argue with them. A private setting is someones home. If your drinking at someones house, just keep it on the low down and you shouldn't have any trouble. It's a lot easier if you're in a detached house rather than an apartment building with neighbors above and below.
