e.g shops have a certain licience meaning they are able to sell alcohol ... however resturants will have different licience which allows the business to sell and let people consume alcohol on the premises

You're talking about different classes of liquor licenses (your question is two classes of licensing with or without food). If you would have included the state your talking about (they're all different) probably could have helped you out.

eg Kansas class A or class B with or without a 30% food sales requirement.
